KCRA 3 Investigates has received word of another backlog within the California Department of Employment Development that is affecting both companies and potential employees. The federal funds are intended to help some of California’s neediest people get a job. The Opportunity Tax Credit is a federally funded program that offers up to $9,600 per person. It’s a broad credit to the Supplemental Nutrition Assistance Program – or SNAP – recipients, veterans, formerly incarcerated offenders, and others. EDD is supposed to determine if an employee qualifies and then sends a certificate to the company, but Assm. Jim Patterson, R-Fresno, found that companies didn’t get those certifications, and “the problem a lot of the time is that EDD won’t be direct and direct with us,” Patterson said. “They said we won’t get an update on the backlog until October 2022” KCRA 3 investigators reached out to EDD for comment before our report aired. EDD is supposed to determine if an employee qualifies and then sends a certificate to the company, but Assm. Jim Patterson, R-Fresno, found that companies did not have those certifications.

“The problem a lot of the time is that EDD won’t be direct and direct with us,” Patterson said. “They said we won’t get an update on the backlog until October 2022.”

KCRA 3 Investigates has reached out to EDD for comment prior to the broadcast of our report. Following our report, EDD sent the following statement:
